UPSC vs State PCS: Which Civil Services Exam Should You Choose?
UPSC or State PCS? Compare eligibility, syllabus, posts, competition and career growth to decide which civil services exam fits your goals — and why many aspirants prepare for both.
Both the UPSC Civil Services Exam (CSE) and the State Public Service Commission (PCS) exams lead to administrative careers — but they differ in scope, competition and growth. Here's how to choose.
The core difference
- UPSC CSE recruits for all-India services (IAS, IPS, IFS) and central services. Posting can be anywhere in the country.
- State PCS recruits for state civil services (Deputy Collector, DSP, BDO, Tehsildar) within that state.
Side-by-side comparison
| Factor | UPSC CSE | State PCS |
|---|---|---|
| Conducting body | UPSC | State PSC (UPPSC, BPSC…) |
| Top posts | IAS, IPS, IFS | Deputy Collector / DSP |
| Posting area | All India | Within the state |
| Competition | Extremely high | High (state-level) |
| Language | National | Often includes the state language |
Syllabus overlap
The good news: the syllabi overlap heavily. Both test General Studies, current affairs, aptitude and (often) an optional subject across Prelims, Mains and Interview. This is why many aspirants prepare for both simultaneously — your UPSC preparation covers most of the State PCS too.

Which should you choose?
- Choose UPSC if you want all-India services and national-level mobility.
- Choose State PCS if you prefer to serve in your home state and want a comparatively higher selection probability.
- Best strategy: prepare for UPSC and appear for your State PCS too — you lose little and gain a strong backup.
